The Province of East Flanders (Rhine-Scheldt Meuse Delta) is responsible for the execution of theme 5 'coordinated delta approach'. The Danube Delta, the Tagus Delta, the Minho Delta, the Elbe Estuary and the Severn Estuary are involved theme partners.
The current regional policies in the European deltas are not recognizing sufficiently the need for a coordinated approach, including stakeholders. The involved partners lack examples, instruments and arguments to convince the politicians and people of an integrated approach.
Exchange of experiences and development of implementation plans
Showing good practices and the development of implementation plans per involved delta region will help the deltas to convince their politicians and stakeholders that a well coordinated policy is needed to have a balanced and sustainable development of the delta regions. Working together on current common challenges provides partners with innovative insights in how to balance the different demands in regional policy and achieve improved policy instruments.
The Rhine-Scheldt Meuse Delta forms an example on how to develop a coordinated approach for the delta. In 2001 the Dutch and Flemish governments set up and subscribed a ‘Longterm Vision Scheldt estuary’ until 2030 to guarantee sustainable development in the future. The basic principal for both governments is to maintain and improve the dynamic characteristics of the Scheldt estuary.
It focuses on five objectives:
1. preservation of the geomorphology;
2. safety against floods;
3. optimal accessibility of the ports;
4. a healthy dynamic ecosystem;
5. transboundary cooperation.
A new challenge on this moment is the creation of a new masterplan for the Dutch Southwestern Delta. The creation of this new masterplan is running on this moment. If the programme succeeds, the Dutch delta will experience a substantial increase in quality as a diverse ecological system and an attractive area for living, working and recreation. The new plan must maintain safety against sea and river water, while restoring estuarine dynamics for better water quality, natural productivity and natural values. It must also accommodate shipping, agriculture, improve conditions for fisheries and shellfish cultivation, improve recreation and tourism opportunities.
